Cause
while parsing a CREATE INDEX statement to create a LOCAL partitioned index, partition-description of one of partitions was found to contain VALUES LESS THAN clause which is illegal since a LOCAL index inherits partition bounds from its base table
Action
remove all VALUES LESS THAN clauses from descriptions of LOCAL index partitions
