ORA-15141
The string cluster is not in either rolling upgrade or rolling patch state.
Cause
The ALTER SYSTEM STOP ROLLING MIGRATION or ALTER SYSTEM STOP ROLLING PATCH command was executed when the cluster was not in either the rolling upgrade or rolling patch state.
Action
The system has to be set to rolling upgrade or rolling patch state before attempting to execute the command.
