Logical standby database dictionary not loaded.
Cause
The logical standby database did not load the dictionary. This status may be returned when attempting to switchover or failover to a logical standby database that did not load its dictionary.
Action
Start SQL Apply on the logical standby database if it is not already running. Wait for it to reach the APPLYING state.
