ORA-17399
Replay is disabled because the server sent conflicting queueing instructions.
Cause
The SESSION_STATE_CONSISTENCY database service attribute is set to the deprecated STATIC mode and is hitting an error specific to that mode.
Action
Configure the Application Continuity or Transparent Application Continuity service to only use the AUTO or DYNAMIC mode instead.
