Cause
An Oracle Advanced Queuing (AQ) operation was attempted at a non-owner instance of the shard which could not establish an internal connection to it.
Action
Set the listener information in the REMOTE_LISTENERS or LOCAL_LISTENERS initialization parameter. If the REMOTE_LISTENERS or LOCAL_LISTENERS initialization parameter is already set, then retry the operation from the suggested owner instance.
