ORA-28103
An Oracle Label Security (OLS) policy cannot be applied to an object owned by SYS.
Cause
An attempt was made to apply an OLS policy to an object owned by SYS. OLS policies cannot be applied to SYS-owned objects.
Action
Do not apply an OLS policy to any SYS-owned object. You can apply an OLS policy to an object that is not owned by SYS.
