Cause
The file holding XML audit file names could not be accessed. This is relevant in traditional audit with AUDIT_TRAIL=XML initialization parameter.
Action
Ensure that the file exists in the directory pointed to by the AUDIT_FILE_DEST initialization parameter and can be read by the Oracle user.
