Cause
The global wallet operation in RAC failed.
Action
For an operation to open or close the wallet, check gv$encryption_wallet view to verify if the wallet operation failed on any instance and retry the operation on the instance where it failed. For an operation to set a new key or secret, check the gv$encryption_keys and gv$client_secrets views to verify if the new secret is correctly shown for all instances. Reopen the wallet on the instances where the new secrets are not correctly listed.
