Cause
The ALTER TABLESPACE [ENCRYPT | DECRYPT | REKEY] command started but could not complete for all the data files of this tablespace.
Action
Check if all the data files are online and if the specified FILE_NAME_CONVERT clause covers all the data files of this tablespace, and retry the command with FINISH keyword, if V$ENCRYPTED_TABLESPACES shows that the tablespace is not in NORMAL status.
