Database Error Messages

The connection to Cluster Synchronization Service (CSS) is either failing or is timing out.

Verify the state of the CSS. If the CSS process is not started, start it and then retry the database startup. If the CSS process terminated or is not responding, check the Oracle and CSS trace files for errors and contact Oracle Support.
