Cause
The flashback/PITR System Change Number (SCN) or timestamp specified was less than the pluggable database creation SCN or timestamp. Flashback/PITR SCN or timestamp cannot be less than the pluggable database creation SCN or timestamp.
Action
Check the flashback/PITR SCN or timestamp and retry the command.
