Cause
Logical replication cannot be enabled on a JSON-relational duality view until all instances of the cluster have installed the RAC Two-Stage Rolling Update.
Action
Logical replication can be enabled on a JSON-relational duality view after all instances have completed their RAC Two-Stage Rolling Updates and ALTER SYSTEM ENABLE RAC TWO_STAGE ROLLING UPDATES has been executed.
