Cause
A DML cannot be performed on a table/JSON-relational duality view with notification directive created on it until all instances of the cluster have installed the RAC Two-Stage Rolling Update 37628454.
Action
A DML can be performed on a table/JSON-relational duality view after all instances have completed their RAC Two-Stage Rolling Update 37628454 and ALTER SYSTEM ENABLE RAC TWO_STAGE ROLLING UPDATES has been executed.
