Cause
An instruction failed due to a database operating in a database role which was not expected.
Action
Consult the DBA_ROLLING_PLAN and DBA_ROLLING_EVENTS views to identify the offending database. If the role change is due to a failover, the FAILOVER parameter must be set and the upgrade plan must be rebuilt before resuming the rolling upgrade.
