ORA-45543

Parameter "-instances" is invalid for policy-managed Oracle RAC databases.

Cause

The service command stipulated -instances, but this database was a policy-managed Oracle RAC database, which does not recognize this parameter.

Action

Do not use -instances on policy-managed Oracle RAC databases.
