The shard was opened in the incorrect mode for Oracle Data Guard broker setup.
Action
If the open mode was "MOUNTED", then check that the shard has been correctly converted from a shard seed. If the shard was already a converted primary shard, then open it in the correct mode and rerun "deploy" from GDSCTL.
