ORA-46094
The RAS user is not within the effective start and end dates.
Cause
An attempt was made to create an Oracle Database Real Application Security (RAS or XS) session before the effective start date or after the effective end date for the RAS user.
Action
Contact the database administrator to check and possibly adjust the effective start or end dates for the RAS user. If the dates are correct and cannot be changed, then the RAS user is not authorized to connect to the database.
