Cause
The specified keystore, from which keys are to be imported, does not contain any valid keys.
Action
Check if the keys to be imported are already present by listing KEY_ID from V$ENCRYPTION_KEYS. Ensure that the keys are correctly exported from pluggable database (PDB) or CDB$ROOT at the source database.
