Cannot change container in a RESET_STATE string session.
Cause
An invalid attempt is being made to change the container or the service while RESET_STATE is enabled at LOGIN or higher.
Action
To alter the container, connect to a service in which RESET_STATE is set to NONE or LEVEL1.
