Cause
An attempt was made to create or set a resource manager plan that does not contain a consumer group mandated by the administrator. The specified plan has too many plan directives for the system to automatically add the mandatory consumer group.
Action
Modify the plan to contain the mandatory consumer group, or reduce the number of plan directives so that the system can automatically add the mandatory consumer group.
