Cause
An attempt to restore Oracle Automatic Storage Management (Oracle ASM) metadata redundancy during rebalance failed due to the presence of dropping or forcing quorum disks.
Action
- Add back all the quorum disks in DROPPING or FORCING state.
- Online all quorum disks if they are OFFLINE.
