Oracle RAC two-stage rolling updates could not be restored to last level
Cause
Either two stage updates were already restored to the last level in the past, or binary rollback of the two stage updates were done in the past.
Another possibility is, two stage updates were never enabled, so we can't go back to last level.
Action
We are already as last two stage updates level. No further action is needed.
