ORA-59328
Taking more failure groups offline is not allowed with disk group redundancy.
Cause
An attempt was made to take more failure groups offline than the minimum number required to maintain the quorum consensus.
Action
Before taking any failure groups offline, increase the number of online failure groups by switching offline failure groups online or by adding additional (quorum or regular) failure groups.
