Cause

Action
Make sure that the clusterware stack is up. Make sure that the listener is configured. If node name is being specified in the command line make sure that the node name is a valid node name. Make sure that user is a owner or has write permissions to modify the listener resource. Also look at the help for other errors listed in error stack.
