Cause
An attempt to create or modify a pluggable database (PDB) was rejected because the management policy specified was AUTOMATIC but the database's management policy was NORESTART or USERONLY.
Action
Ensure that the provided management policy of the PDB is MANUAL when running the 'srvctl add pdb', or 'srvctl modify pdb' command.
