Cause
An attempt to start a transfer process is being rejected because the indicated database is already in transfer mode.
Action
To start a new transfer, finish the existing transfer process by executing the command 'srvctl transfer instance' and then retry, or revert the existing transfer process by executing the command 'srvctl modify database -localrolling_revert' and 'srvctl transfer instance' and then retry.
