Cause
The user issuing a 'rhpctl revoke role' command did not have the privilege to revoke the built-in GH_CA role from another user.
Action
Grant the GH_CA and GH_ROLE_ADMIN roles, or the GH_SA role, to the user running the 'rhpctl revoke role' command.
