Oracle Database Vault is enabled on source database and disabled on target database.
Cause
An attempt to migrate the specified database with zero downtime was rejected because Oracle Database Vault was enabled on the source database and disabled on the target database. For NONCDBTOPDB_CONVERSION enabled migration source and target Oracle Database Vault should be consistent.
Action
Ensure Oracle Database Vault status is consistent on the source and the target database and retry the operation.
