User action "{0}" configured in the given image type is linked to the phase "{1}" which is not part of the current migration.
Cause
An attempt to migrate a database with zero downtime was rejected because the image type used in the migration contians a user action linked to an unknown phase.
Action
Use the 'listphases' option to get the list of valid phases and and modify the phase value for the indicated user action and retry the migration.
