Cause
An attempt to migrate the specified database with zero downtime was rejected because neither Oracle Cloud unique identifier (OCID) nor the database access service name was provided in the response file.
Action
Either provide TARGETDATABASE_OCID response file parameter or the service name parameter TARGETDATABASE_CONNECTIONDETAILS_SERVICENAME and then retry the operation.
