Cause
An attempt to migrate a database with zero downtime failed because the indicated target cannot establish a connection to the source node and response file parameter SKIP_FALLBACK was set to FALSE.
Action
Ensure that there is connectivity from the target node to the source node using 'tnsping' and then retry the operation.
