Cause
The SKIP_FALLBACK option in the response file was set to TRUE.
Action
If fallback is desired, ensure that there is connectivity from the target node to the source node usnig 'tnsping' and set the SKIP_FALLBACK option to FALSE in the response file and retry the operation.
