Cause
An attempt to migrate a database with zero downtime failed because the required encryption keys were not found in the Transparent Data Encryption (TDE) keystore.
Action
Ensure that the correct Transparent Data Encryption (TDE) keystore is available and accessible from all database instances and retry.
