Cause
An attempt to migrate the specified database with zero downtime was rejected because the indicated database version did not support Oracle Data Guard Broker.
Action
Either upgrade the database to Oracle Database 12c or later or set ZDM_USE_DG_BROKER=false, and then retry the operation.
