Cause
An attempt to convert a non-multitenant container database (non-CDB) to a pluggable database (PDB) is being rejected because the indicated non-CDB and multitenant container database (CDB) have mismatching patches.
Action
Run datapatch in the non-CDB database on target, resolve any patch incompatibilities, and then retry the operation.
