Cause
An attempt to modify the management policy of the database resource to RANK was rejected because there were registered pluggable databases created without specifying -cardiality option.
Action
Modify the database to use a management policy that is not RANK. Alternatively, remove all pluggable databases created without specifying -cardiality option before modifying the management policy to RANK.
