Cause
The database was in local rolling revert state and the database could only be transferred back to the old target home.
Action
Issue 'srvctl transfer instance -database <db_name>' command to complete local rolling revert operation before modifying the database for local rolling to a new target home. Alternatively, issue 'srvctl modify database -localrolling' with '-oraclehome <old_target_home>'.
