Cause
An attempt to start or stop the specified database instances is being rejected because the database is in local rolling state.
Action
Issue 'srvctl transfer instance' to complete instance local rolling. Or, issue 'srvctl stop instance -node <node_list>' to stop all instances and then issue 'srvctl start instance -node <node_list>' to start instances from the current home for the corresponding nodes.
