Failure to remove the running database {0} when the database is in local rolling '{1}' state
Cause
The database is in 'TRANSFER' or 'REVERT' local rolling state with online instances and removing the database resource is disallowed.
Action
Issue the 'srvctl stop database -database <db_name>' command before removing the database resource.
