CSS is probably working with a non-clustered, local-only configuration on nodes:
Cause
Oracle CSS was found to be configured to run in a local-only (non-clustered) environment on the nodes specified.
Action
Ensure that cluster setup is correct and reconfigure CSS as necessary on the nodes that are supposed to be executing in a clustered environment, see documentation regarding usage of the 'localconfig' script.
