Cause
Windows Registry subkey 'HKEY_LOCAL_MACHINE\\System\\CurrentControlSet\\Services\\MountMgr' could not be read.
Action
Ensure that the specified subkey exists in registry and the access permissions for the Oracle user allow access to the Windows Registry. Restart your system to make your changes effective after changing the registry.
