Cause
The CREATE CATALOG, UPGRADE CATALOG, or DROP CATALOG command is being used, but the USERID that is supplied in the CATALOG connect string does not have the required privileges to execute this command.
Action
Run rdbms/admin/dbmsrmansys.sql script to grant the required privileges to the recovery catalog owner.
