The OPTIONALLY_ENCLOSED_BY parameter cannot be specified with the ENCLOSED_BY parameter.

Cause

Both the OPTIONALLY_ENCLOSED_BY parameter and the ENCLOSED_BY parameter were specified.

Action

Check the command line and retry. Specify only the OPTIONALLY_ENCLOSED_BY parameter or the ENCLOSED_BY parameter.
