Cause
Your CREATE, ALTER or DROP CACHE GROUP statement cannot be completed because the cache agent is still waiting to connect to the Oracle database.
Action
Verify that the Oracle database instance is running and the network connection is also available. Check the user error log for any errors.

TimesTen cannot complete the operation.
