An Oracle Clusterware resource is offline. If the TimesTen Cluster agent is offline, bring it up by calling:
ttCWAdmin -init
If the TimesTen Cluster agent is online, call:
ttCWAdmin -start -dsn dsn_name
to start all other resources.
