This figure is an org chart that contains three tiers. The top tier contains three packages. The packages contain a mixture of the bundles in the second tier (Broadband Access, Email, and IP Fax). Each bundle contains one or more of the charge offers and discount offers in the third (bottom) tier. But each bundle contains only charge offers and discount offers for the same service that the bundle represents.
