Backfills SharingAgreementOwner and AgreementMembers from the existing Customer cache.

The utility never modifies Customer entries. In PLAN mode it scans and counts eligible entries only. In ACT mode it delegates to SharingAgreementCachesProjector, whose cache processors merge the derived data idempotently. Re-running a completed partition range is therefore safe.
