Observability

The following metrics are added in release 24.1.x:

Added the following metrics in the SEPP Metrics section for Support for TLS 1.3 feature:
- oc_ingressgateway_incoming_tls_connections
- oc_egressgateway_outgoing_tls_connections
- security_cert_x509_expiration_seconds
Added the following metric in the SEPP Metrics section for Cat-3 Previous Location Check feature:
- ocsepp_pn32f_notification_total

Added the dimensions for the following metrics in the SEPP Metrics section:
- oc_ingressgateway_request_content_metrics_total
- oc_ingressgateway_request_processing_latency_seconds
- oc_egressgateway_server_latency_seconds

Removed the following metrics from the SEPP Metrics section, as it is obselete:
- oc_egressgateway_sbiRouting_invalid_config_detected
