Each Oracle Utilities Customer Care and Billing product is comprised of multiple separately licensed subproducts, all of which are listed in this chapter. There is one installer for all Oracle Utilities Customer Care and Billing products and subproducts, so all such products and subproducts may be installed on your system. However, you may only use the functions, engines and tools, as described in this document, that apply to the specific subproduct(s) that you have licensed from Oracle. You may not use any functions, engines or tools that apply to subproducts that you have not licensed from Oracle.

Oracle Utilities Customer Care and Billing Base for Residential Customers provides functions for customer information and financial data management, customer care capabilities (such as customer contacts, orders, case management), meter and item device management, meter reading, and field work capabilities.
 
A license to Oracle Utilities Customer Care and Billing Base for Residential Customers also includes restricted use licenses to:
Oracle Utilities Meter Data Management
Oracle Utilities Service Order Management
Oracle Utilities Operational Device Management
Use of Oracle Utilities Meter Data Management is restricted to:
a. Storing details of meter devices used for traditional scalar billing* (device management and device installation)
b. Managing manual and drive-by reading requests and meter readings / reader remarks for meter devices used for traditional scalar billing
c. Storing details of meter readings / usage data (e.g. meter readings / consumption) received from external providers, used for traditional scalar billing
 
 
d. Managing unmetered item devices (device management and device installation)
e. Service Investigative Orders for traditional scalar meter and unmetered item devices
Note: This restricted use license allows users to create customizations for billing related data and service investigative orders for traditional scalar billing*. This restricted use license also allows users to create customizations for unmetered item device processes. This restricted use license does NOT allow users to create custom components related to other processes, including but not limited to processing data from frequently read scalar meter devices (where meter data is uploaded and validated daily), interval meter devices, device events, internet of things (IOT) devices, smart meter commands, non-billing aggregations, etc.
 
Any use not expressly permitted above is not included and requires a separate full use license for Oracle Utilities Meter Data Management.
 
Use of Oracle Utilities Service Order Management is restricted to:
a. Requesting field work and managing field work completion details to and from mobile workforce management systems for scalar billing* meters and unmetered item devices
b. Requesting field work and managing field work completion details to and from mobile workforce management systems that are not directly related to any types of devices (e.g. tree trimming requests, etc.)
Any use not expressly permitted above is not included and requires a separate full use license for Oracle Utilities Service Order Management.
 
Use of Oracle Utilities Operational Device Management is restricted to traditional scalar devices.

*Scalar billing refers to readings or quantities that are typically uploaded and validated at the same frequency as the creation of bills related to those meter devices. Where granularity of usage is monthly or longer, these are also treated as scalar billing, irrespective of bill frequency. Scalar billing does not include register reads or interval data coming from interval/smart devices.

Standard Edition should only be considered suitable for very small, pilot projects or development environments where scalability, performance, and database size-on-disk are not important considerations. Oracle Database Enterprise Edition, including the Advanced Compression and Partitioning options, is strongly recommended in all other situations.
Oracle WebLogic Server Standard and Enterprise (required if using application clustering) Editions are supported.

Oracle Utilities Customer Care and Billing Inbound Web Services commencing with 'CX' may only be used when users have separately licensed Oracle Utilities Digital Self Service – Transactions Cloud Service or licensed Oracle Utilities Customer Care and Billing Integration Suite for Residential Customer.
Oracle Utilities Digital Self Service - Transactions Cloud Service includes entitlement for the Oracle Utilities Customer Care and Billing Integration Suite for Residential Customers.
 
Oracle Utilities Customer Care and Billing Credit and Collections for Residential Customers
Oracle Utilities Customer Care and Billing Credit and Collections for Residential Customers provides functions for receivables management activities to manage incoming payments (except for the payment functions described under Oracle Utilities Customer Care and Billing Cashiering for Residential Customers), credit & collections / overdue processing related activities to segment the customer base and respond when payments are not forthcoming, pay plans, payment arrangements and deposits.

A license to Oracle Utilities Customer Care and Billing Rating and Billing for Residential Customers also includes a restricted use license to:
Oracle Utilities Meter Data Management
Use of Oracle Utilities Meter Data Management is restricted to the following functions solely to support the use of scalar billing* functions in Oracle Utilities Customer Care and Billing Rating and Billing for Residential Customers
a. Data validation, editing, and estimation (VEE) and creating usage transactions and scalar billing determinants for supporting traditional scalar billing* processes
b. Estimating and creating usage transactions and bill determinants for supporting unmetered item billing processes
*Scalar billing refers to readings or quantities that are typically uploaded and validated at the same frequency as the creation of bills related to those meter devices. Where granularity of usage is monthly or longer, these are also treated as scalar billing, irrespective of bill frequency. A license to Oracle Utilities Customer Care and Billing Rating and Billing for Interval Data for Residential Customers includes licenses to Oracle Utilities Meter Data Management and Oracle Utilities Customer Care and Billing Integration to Oracle Utilities Meter Data Management.
 
Use of Oracle Utilities Meter Data Management is restricted to
a. Data originating from interval meters including interval measurements or interval register measurements, and
b. The following functions solely to support use of billing functions in Oracle Utilities Customer Care and Billing for Residential Customers:
a. Interval measurements* from interval meters, consisting solely of the following:
Loading interval measurements; limited interval data validation, editing and estimation (VEE) functionality (restricted to: Interval Size Validation, Interval Spike Check, and Interval Averaging Estimation); and creating usage transactions and bill determinants to support interval billing processes, and
b. Interval register measurements** from interval meters, consisting solely of the following:
Loading interval register measurements; limited interval register reading validation, editing and estimation (VEE) functionality (restricted to: Final Measurement Validation, High/Low Check, Multiplier Check, Negative Consumption Check, Raise Missing Quantity Exception, Unit of Measure Check, Zero Consumption Check, Scalar Estimation and Scalar Proration); and creating usage transactions and bill determinants to support interval register measurement billing processes.
 
 
 
Note: This restricted use license allows users to create customizations to support validating and estimating measurements and creating bill determinants from interval meters. These include portals, zones, business objects, business services, user interface maps, data areas and managed content.

Oracle Utilities Customer Care and Billing Archiving for Residential Customers
Oracle Utilities Customer Care and Billing Archiving for Residential Customers contains a set of processes, algorithm types, and ILM-specific fields to support Information Lifecycle Management (ILM) functions for a number of high volume transactional data objects. These identify eligible historical records to facilitate the migration of data to lower cost storage or archived database.
 
A license to Oracle Utilities Customer Care and Billing Archiving for Residential Customers also includes a restricted use license to Oracle Utilities Information Lifecycle Management for Meter Data.
 
Use of Oracle Utilities Information Lifecycle Management for Meter Data is restricted to:
a. Archiving of meter data used solely to support traditional scalar billing* functions
 
Note: Oracle Utilities Information Lifecycle Management for Meter Data does not support archiving scalar billing* data only. Customers wishing to use this archiving module will be required to purchase a license to Oracle Utilities Information Lifecycle Management for Meter Data for their other non- scalar billing devices. Customers wishing to use this archiving module will be required to purchase a license to Oracle Utilities Information Lifecycle Management for Meter Data for their other non- scalar billing devices. Any use not expressly permitted above is not included and requires a separate full use license for Oracle Utilities Information Lifecycle Management for Meter Data.
 
*Scalar billing refers to readings or quantities that are typically uploaded and validated at the same frequency as the creation of bills related to those meter devices. Where granularity of usage is monthly or longer, these are also treated as scalar billing, irrespective of bill frequency. Scalar billing does not include register reads or interval data coming from interval/smart devices.
