1.3 Outgoing file format support for fixed length and csv

OBEDX has introduced further capability to support file format separated by ^ (caret), : (colon), |(pipe) and ,(comma) and in fixed length as a outgoing file which can be sent to corporate as required. This is applicable for both With Header and Without Header format structure.
